Job Summary

Under the direction of the Facilities Services Manager, this position is responsible for performing skilled construction, maintenance, repair, and remodeling of City buildings, facilities, and equipment. This position is also responsible for managing projects by working with consultants and overseeing vendors and contractors.

Principle Accountabilities
  • Responsible for performing duties in a variety of the building maintenance and construction trades, including HVAC, plumbing, electrical, locksmith, electronic, carpentry, glazing, and mechanical trades.
  • Manages projects and all the work associated with project management including scheduling with customers and supervision and management of vendors, contractors and consultants.
  • Responds to routine and non-routine maintenance requests generated by facilities work orders and resolves customer complaints regarding building or facility problems.
  • This position must be able to respond to off-hours emergency situations affecting the safety and security of City buildings.

Essential Responsibilities
  • Responsible for managing a variety of projects. This includes writing specifications for City projects that require a formal bid process such as Request for Proposals (RFP), or Capitol Improvement Program (CIP); preparation of bid documents associated with the bid process such as schedules, public notices, and scope of work; preparing contracts for services and working with consultants (i.e.: architects, engineers etc.), contractor walk-throughs and the supervision of vendors and contractors. Project management includes ensuring compliance with City of Kirkland purchasing guidelines and procedures, contract resolution, and solicitation of work and negotiations with vendors, contractors and consultants as a representative of the City.
  • Develop, modify, draft and alter building plans as necessary for project work, space planning or for filing for city and county permits.
  • Perform skilled construction, maintenance, repair, and remodeling of City buildings, facilities, and equipment in a variety of building trades and assure buildings are maintained in a safe condition and in compliance with applicable codes.
  • Repair and adjust heating and air conditioning equipment and controls, troubleshoot gas and electric heating system issues requiring corrective action, inspect gas lines for leaks, repair, replace, or recommend corrective action for heater pumps, motors, belts, and filters in heating systems.
  • Install, troubleshoot, and repair electrical and electronic systems, electronic locks and receptacles, install new wiring, circuit breakers, run conduit and pull wire, lubricate, adjust and repair electronic equipment.
  • Install, maintain, and repair plumbing fixtures and waste disposal systems, cut, thread, and replace water pipes, install and maintain toilets, urinals, sinks, faucets, drinking fountains, water heaters, and new water lines.
  • Adjust and perform emergency repairs to plumbing equipment and systems, including repairing broken pipes, cleaning plugged drains, draining pipes, replacing washers, faucets and floats, soldering spouts and gutters, cleaning grease traps and flushing or unplugging sewer lines.
  • Install and replace window units, glass, ceramic tile, and perform other glazier duties; repair, replace and regrout tile; construct forms and mix, pour, and finish concrete; repair or apply new plaster and masonry surfaces.
  • Perform rough and finish carpentry construction and repair; refinish floors, furniture, cabinets, and other wood items; hang doors and install wall paneling, wall partitions, ceilings and windows; construct and install cabinets and shelves; build walls and hang doors and paneling; install, inspect, and repair roofing.
  • Frame, install, tape, finish, and texture sheetrock, drywall, and other wall construction materials; remodel office areas; remove, relocate, and construct walls.
  • Prepare surfaces for painting; mix, blend, and apply paint to match or cover walls, ceilings, furniture, cabinets, and other interior and exterior surfaces; perform touch-up painting; erect, rig, and move scaffolding and platforms.
  • Install, repair, and maintain City locking systems and door hardware; repair door locking mechanisms; and assist in maintaining related records of keys issued.
  • Prepare records related to work performed, including inventories, work orders, preventive maintenance records, key system records, inspection records and project reports and records.
  • Operate a variety of equipment and hand and power tools including pipe cutter and threader, drain auger, hydraulic lift, electric diagnostic equipment, pickups, saws, trencher, ARC welder and torches, power washer, portable generators, power saws and other carpentry tools.
  • Estimate labor and material for projects; purchase supplies and materials as needed according to established procedures; supervise contractors, vendors and consultants as needed for construction and repair projects.
  • Maintains current knowledge of rules and regulations regarding operations, safety, maintenance, security, and construction of City of Kirkland Facilities/Buildings and is responsible to ensure compliance to these rules.
  • Perform custodial duties as assigned, including moving office furniture, moving and storing surplus equipment and furniture, and repairing custodial equipment.
  • Evaluates and prioritizes situations/work order requests.
  • Perform related duties as assigned.
Knowledge, Skills and Abilities

  • Knowledge of standard tools, equipment, materials, methods, and techniques used in a variety of skilled construction and building maintenance duties and trades.
  • Ability to operate and properly maintain tools, equipment, and machinery used in the building trades, including advanced electrical testing equipment.
  • Knowledge of advanced construction and remodeling methods and techniques.
  • Knowledge of applicable building codes, ordinances, fire regulations, and safety precautions.
  • Ability to read and interpret schematics, blueprints, sketches, and diagrams.
  • Ability to maintain records and perform simple mathematical calculations quickly.
  • Ability to work cooperatively with facility users, managers, contractors, vendors and consultants.
  • Ability to estimate adequate amounts of time, labor, and materials needed for projects and meet schedules.
  • Ability to analyze situations accurately and adopt an effective course of action.
  • Ability to work independently with little direction.
  • Ability to communicate effectively orally and in writing.
  • Skill in conflict resolution and resolving customer concerns.
Qualifications

Minimum Qualifications

  • High school diploma or GED.
  • Must possess a valid Washington State driver's.
  • Minimum five years facilities maintenance or construction experience required in a variety of building trades.
  • Equivalent experience will be considered.
  • Must have thorough knowledge of safety regulations and rules pertinent to work-area safety.
  • Must have current first aid and CPR card or be able to obtain within 60 days of hire.
  • Must have 2 years project management experience, municipal government project management preferred.
  • IBM compatible computer skills in Word, and Microsoft Project desirable.
  • Must be able to operate a variety of vehicles including pickups, step vans, passenger vans etc.
  • Must be able to drive vehicles with a manual transmission.

Working Conditions

  • Performs work in a variety of interior and exterior settings. Must be willing to work outside in inclement weather.
  • Some work is performed in cramped spaces or at heights and use of a ladder is routine.
  • Must be able to lift and move heavy and bulky objects. Must be able to lift and carry up to 50-75 pounds.
