Salary range is $60K to $140K, with a midpoint of $95k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

This is a term-limited position of 2 years.

GENERAL PURPOSE:
Under general direction, supports green building, infrastructure and sustainable development approaches for large, complex projects under Sound Transit's capital program. This position requires an experienced green building and infrastructure practitioner to act as a sustainability resource on capital projects. Provides technical oversight, guidance and coordination for assigned corridors to support equitable green building, green infrastructure and related sustainability deliverables during project development, preliminary engineering, design phases and construction. Provides expertise on emerging building and infrastructure trends, technologies, and certifications related to green building and infrastructure. Supports the development of agency sustainability design guidelines. Coordinates and reviews work by sustainability consultants; and coordinates assigned activities with other divisions, programs, Departments/Offices, and outside agencies.

ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Guides and supports the development, review and execution of the green building, green infrastructure and sustainable development tasks for all phases of capital projects. Coordinates and supports the sustainability tasks for planning, preliminary engineering, design phases and construction on assigned projects. Works to guide design solutions that ensure the completion of agency sustainability goals and objectives.
  • Coordinates sustainable design tasks between contractors and agency staff. Contributes to contractor scopes of work and RFP language and to the review of contractor provided submittals. Develops and presents reports communicating recommendations and/or sustainable design processes. Works with contractors and sub-contractors administering LEED, ENVISION and/or other sustainability rating systems for construction projects.
  • Supports the development of agency green building and infrastructure design guidance in coordination with the agency's Architecture and Portfolio Standards Office leadership. Conducts research on emerging green building and infrastructure standards and technologies and assesses feasibility of implementation at the Agency; provides expertise on emerging trends, technologies, certifications and grants related to sustainable building and infrastructure design.
  • Implements sustainable construction practices with Construction Management staff and contractors. Reviews contracts and RFPs to ensure that applicable sustainable construction specifications are included. Develops and amends construction specifications to improve the sustainable construction practices of contractors.
  • Monitors project conformance to contract requirements; meets with contractors to discuss issues, resolve problems, and drive issues forward with relevant teams; assists in the preparation of answers to requests for information from the contractor; contributes to the review of contractor provided submittals and manages consultant design support during construction.
  • Provides staff sustainability training as needed; supports the workflow and prioritization of projects in assigned corridor. Provides advice and counsel to project staff as needed. Leads sustainable design workshops, charrettes and project meetings for project teams in coordination with project leadership and consultants.
  • Tracks budgets for contract tasks, maintains records concerning projects and programs and prepares reports on activities.
  • Engages with Sound Transit's Environmental Sustainability Management System (ESMS), which may entail participation through the Steering Committee or other technical working groups; researches and assists in the management of the various ESMS initiatives; develops and helps to achieve annual sustainability targets and helps to educate staff about the ESMS. Assists in developing and/or updating procedures for the Office of Environmental Affairs & Sustainability; implements such policies and procedures and ensures consistency with the Agency's Environmental and Sustainability Management System (ESMS).
  • Provides support to the Office/Division and others on matters as directed; serves as staff on a variety of committees as requested; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelors degree in Architectural Studies, Planning, Engineering, or closely related field and four years of architectural design and production related experience and lead project management responsibility including oversight of professional services by consultants/outside staff, preferably in a transit or construction related project environment; OR an equivalent combination of education and experience.

Preferred Licenses or Certifications:

  • Certified Sustainable Building Advisors (CSBA).
  • Envision Sustainability Professional (ENV-SP).
  • Institute for Sustainable Infrastructure (ISI) Trainer.
  • LEED Credentialed (BD&C and GA).

Required Knowledge and Skills:

  • Sustainability principles related to the engineering of public works projects.
  • Sustainable architectural design principles and practices.
  • Principles and practices of landscape architecture and urban design.
  • Building and zoning codes and regulations.
  • Principles and practices of contract administration and understanding of contractual relationships for consultants and contractors.
  • Principles and practices of the building and construction industry.
  • Modern office procedures, methods, and equipment including computers.
  • Pertinent federal, state, and local laws, codes, and regulations
  • Project management techniques and principles.
  • English usage, spelling, grammar, and punctuation.
  • Principles and practices of project budget preparation and administration.
  • Certifying design and construction projects to LEED standards.
  • Developing and monitoring departmental and program/project operating budgets, costs, and schedules.
  • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.
  • Conducting research and analysis and providing appropriate recommendations based on findings.
  • Working effectively under pressure, meeting deadlines, and adjusting to changing priorities.
  • Managing and/or overseeing a complex project or multiple smaller projects concurrently.
  • Negotiating and identifying solutions that balance the Agency's interests and those of the negotiating partner(s), within financial capacity and other constraints.
  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.

Physical Demands / Work Environment:

  • Work is performed in a standard office environment.
  • May occasionally be exposed to dangerous machinery, extreme weather conditions, potential physical harms, and extreme noise when conducting site visits and when working in the field.
  • This position may be responsible for visiting construction sites that are not serviced by the transportation system.
